Residence permit procedures of the companions of foreigners who come to our country for treatment purposes within the scope of existing Health Cooperation agreements (unless there is a separate provision regarding the companions in the agreement) are carried out in accordance with general provisions.

In addition, according to the Additional Article 14 of the Health Services Fundamental Law No. 3359, valid health insurance is not required for the residence permit applications of the companions of foreigners who come to our country not exceeding two persons.

  • Foreigners who should remain in Turkey depending on demand or decision of a judicial or administrative authorities;

The duration of the residence permit to be issued for this purpose by taking the time specified in the decision or request into consideration.

Foreigners who will be transferred to a short-term residence permit in case of losing the family residence permit conditions;

  • Foreigners who will attend Turkish language courses;

For this purpose, a foreigner applying for a residence permit and enrolling in an institution authorized to provide Turkish courses (must be authorized by the Ministry of Education) can be granted twice at most.

If the duration of the course is less than one year, the duration of the residence permit cannot exceed the duration of the course. The institution providing the course is obliged to notify the provincial directorate of Immigration Authority about the beginning of the course and attendance status of the foreigner who enrolls for learning Turkish.

  • Foreigners who participate in internships and courses, trainings, researches through public institutions

Residence permit issued for this purpose cannot exceed one year. A valid health insurance condition is not required for foreigners whose accommodation, subsistence or health-related expenses are covered by the relevant public institutions. Information and documents may be requested from institutions.

  • Foreigners who have graduated from a Turkish university and apply for short-time visa within six months from the date of the completion

For this purpose, foreigners who apply for a residence permit within six months from the date of the completion may be granted a residence permit for a maximum of one year for one time only.

  • Foreigners who do not work in Turkey, but invest in Turkey with the scope and amount to be specified by the Council of Ministers, and their foreign spouse, minor or dependent children;

For this purpose, a residence permit can be issued for a maximum of five years each time for foreigners who request a residence permit.

With this amendment brought about by the International Labor Law No. 6735 in Law No. 6458, it is aimed to encourage qualified foreigners who will contribute to the country’s economy and to facilitate residence permit procedures for foreigners.

  • Foreigners who are citizens of the Turkish Republic of Northern Cyprus,

For this purpose, a residence permit can be issued for a maximum of five years each time for foreigners who request a residence permit.

How Many Years Can Short-Term Residence Permit Be Issued for?

What are the Requirements for Getting Short-Term Residence Permit?

Short-Term Residence Permit

Short-term residence permits have been regulated in Articles 31 to 33 of the Law No. 6458 on Foreigners and International Protection. In addition, short-term residence permits have been regulated in Articles 28 and 29 of the Regulation on the Implementation of the Law on Foreigners and International Protection.

Who Are Eligible to Get Short-Term Residence Permit?

  • Foreigners who will conduct or take a part in a scientific research

For this purpose, foreigners who request a residence permit must obtain a permit from the relevant institutions or organizations (Ministry of Culture and Tourism, Ministry of Energy, universities, etc.), if the scientific research is subject to permission; In case of the scientific research is not subject to permission, they are required to submit a declaration regarding the research subject. In order to get a residence permit for coming the country for this purpose, a visa for ‘Scientific Research’ purposes must be obtained from Turkey’s representations in foreign countries.

  • Foreigners who have immovable property in Turkey;

If foreigners who have immovable property apply for a residence permit, the immovable property must be a residence and used for this purpose. In addition, family members can apply for a residence permit within this scope if family members have a shared or cooperative property ownership right on the immovable property. Family members refer to the applicant’s spouse, minor child and dependent adult child.

  • Foreigners who will start a business or establish a business connection;

In the case that foreigners who will establish a business connection or start a business request a residence permit valid for more than three months, an invitation letter or similar documents may be requested from the foreigner to contact persons or companies.

  • Foreigners who will participate in the in-service training program;

Duration of residence permits issued for this purpose based on the information and documents on the content, duration and location of the training provided by the institution or organization that will provide in-service training.

  • Foreigners who will come to Turkey for educational or similar purposes in the framework agreements which are the Republic of Turkey is a part of or student exchange programs.

Foreigners who are applying for residence permit for this purpose are required to present the documents issued by the relevant institute.

Duration of residence permit cannot be longer the duration of study or the similar purpose.

Among the students coming within the scope of student exchange programs (Erasmus, Mevlana, Farabi etc.); Health insurance is not required from those who make a request to become a general health insurance holder within three months from the date of first registration. However, those who do not apply within three months from the date of registration and lose their right to be a general health insurance holder are required to take out private health insurance.

  • Foreigners who will come to Turkey for tourism purposes;

Foreigners who are applying for residence permit for this purpose might be required to present information or documents on their travel plan(such as where, when and how long they will stay in the country).

  • Foreigners who will receive treatment provided that they do not have one of the diseases considered as a threat to public health;

The admission of foreigners, who will come to Turkey for this purpose, to public or private hospitals in Turkey is sought. Health insurance is not required for those who certify that they have paid all treatment costs.

Duration of residence permit is arranged in accordance with the duration of the treatment.

Holding a valid health insurance is not required for foreigners whose accommodation, food or health expenses are covered by the relevant public institutions and organizations during the treatment period.

When necessary, information or documents regarding the treatment of the foreigner may be requested from the relevant hospital or public institution and organization.
