In order for a student residence permit to be issued, foreigners must meet the requirements specified in Article 39 of the Law.
According to the provisions of the Social Insurance and General Health Insurance Law, foreign students who apply for general health insurance within three months from their first registration date are not required to have additional health insurance. However, those who do not apply within three months from the date of registration and lose their right to be a general health insurance holder are required to take out private health insurance.
In case of a changing faculty or department in the same educational institution and a change in the educational institution in the same province, the existing residence permit remains valid provided that the education is not interrupted and notified in time. If the residence permit is shorter than the duration of education, it is extended as long as the education period from the date of expiry.
In case of continuing education in a different province, the current residence permit is cancelled and a residence permit is issued for the new education period by the provincial governorship of the new educational institution is located in.
Students who are enrolled in an associate degree, bachelor’s, master’s, or doctoral programme with formal learning in Turkey can work in Turkey with obtaining a work permit. However, the right to work for undergraduate students starts after the first year of the education period. Work permit applications are made to the Ministry of Labor and Social Security.
In these case, short-term residence permit is not granted, if granted, it is shall be canceled, its duration is not extended.

Student residence permits have been regulated in Articles 38 to 41 of the Law No. 6458 on Foreigners and International Protection. In addition, student residence permits have been regulated in Articles 35 to 39 of the Regulation on the Implementation of Foreigners and International Protection Law.
The student residence permit provides only the spouse and children of the student to be supportive in family residence permit applications. It does not grant any right to other relatives to get a residence permit.
Foreigners who will receive primary and secondary education, whose care and expenses are undertaken by a natural or legal person, can be granted and extended for a period of one year during their study, with the consent of their parents or legal representatives.
